The UK and US have announced a major bilateral deal that will keep zero duties on British pharmaceutical exports being sold in the American market.

Agreement Details of the Pact

In exchange for the tariff guarantee, the UK has pledged to boost funding on medicines through the National Health Service (NHS). This commitment guarantees that tariffs on these key products will remain at zero for a period of three years.

This development follows earlier statements to dramatically increase duties on branded drug products, with potential rates floated reaching 100%.

"This arrangement with the UK strengthens the international landscape for cutting-edge drugs and establishes long-overdue fairness to U.S.–U.K. drug exports," a release said.

Trade Significance

Pharmaceuticals constitute one of the UK's most significant export categories to the America, which is easily the primary destination for major British pharmaceutical firms.

Trade data reveal that in the year to the end of the third quarter, the UK exported medicines totaling billions to the US. This value accounted for a significant portion of British export trade in that span.

"This guarantee safeguards jobs, stimulates funding and facilitates the UK to become a worldwide center for life sciences," a minister remarked.

Key NHS Changes

The deal involves several specific commitments from the United Kingdom:

  • Price Threshold Increase: The UK will lift the affordability limit at which it deems new medicines to be unaffordable by 25%.
  • Increased NHS Spending: There is a aim to double total health service expenditure on treatments from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Payback Limit: The percentage drug companies must refund to the NHS to prevent overspending will be restricted at fifteen percent. Previously, refunds topped twenty percent.

Broader Context

The deal comes amid a long-running dispute between the drug companies and the UK government over spending levels and regulatory access.

These tensions were heightened by arguments that American consumers were charged several times more for the identical medicines than patients in the UK and Europe.

Recently, several significant drug company projects in the UK have been halted or abandoned, while multi-billion-dollar expansions have been pledged toward American operations.

The Science Minister publicly accepted that the NHS had to increase expenditure on drugs, noting that its expenditure on drugs had decreased as a percentage of its overall budget over the last ten years.
